The program Paisano offered through the National Institute of Migration will take effect on November, March 1st through January 10th of 2009.  This program protects fellow citizens during their stay and departure from Mexico.  

Arturo Lavin, representative of the Paisano program in Chicago stated, “Since the launching of this program two decades ago, Mexican people living in the US are now helped more effectively.  In the past all the paper work required to come into Mexico was very complicated.  There were also reports of abuse of authority and in order to eliminate this acts of corruption the program Paisano was created.”   

This 2009 winter operation has changes that benefits those planning to travel or permanently relocate to Mexico.  As a precaution, travelers should have a Paisano Guide at hand.  A copy of the Paisano guide can be found at the Mexican Consulate located in St. Paul.  For additional help with the program you can call 01 800 201 85 42  from Mexico and 1 877 210 94 69 from Canada and the US, 365 days a year and 24 hours a day.  Travelers have the option of mapping their trip before departure.  For instance, becoming familiar with traffic signs through websites like www.sct.gob.mx and www.paisano.gob.mx are helpful in ensuring a safe trip. 

From November 1st to January 10th, 2010 people may bring personal belongings free of taxation.  For example, a lap top, new and used clothing, two cameras, baby stuff are included.  In addition, those that travel by land may return with up to $300.00 of merchandise per person also free of taxation.

 
The Paisano Program has the availability to calculate taxes on vehicles being permanently imported into Mexico. This service can be found on the website as of November 06.
 

Those permanently returning to Mexico should be aware that they are entitled to import their belongings free of tax.  Before traveling people should contact the Consulate of Mexico in St. Paul MN at 651-7715494.  They will help with the paperwork so that persons can move to Mexico free of duty.   The only fee involved is $1,200 pesos to Mexican customs. As a prerequisite persons relocating must have lived for two years in the U.S. and items must have a date of purchase of 6 months or over.  


Arturo Lavin explained, "The Paisano guide recommends that travelers have a valid passport which can be renewed at the Consulate of Mexico in St. Paul MN. To request the passport persons must first make an appointment by phone at 1-877-639-4835. Also, people traveling by land do not normally need a passport and an Identification from Mexico would be sufficient. 

  By 2010 the program should be more accessible in rural areas.  Rural areas have  a greater need for information.  Attorney Arthur Lavin, Paisano Program representative in Chicago offered an invitation to the entire community to take part in reaching more people.  All who wish to volunteer are welcome to call  (312) 491-8948.
